Digital Transformation is a term commonly used, in its simplest form it is the adoption of digital technology by a company to improve areas such as efficiency, value and innovation.

This market leading framework has been developed to provide an easy route for public sector organisations to buy a range of digital transformation services to meet business objectives. The framework covers a range of different service provisions from AV Supplies, Patient Record Systems, Hybrid Mail to Cloud Services. It offers great flexibility for a changing workplace environment. You can work strategically with one supplier to build a relationship that enables an efficient way of achieving short, medium and long term transformation.

The framework was written following research undertaken by the team that involved collecting feedback from framework users and liaising with suppliers on the best solutions to meet users’ requirements.

There are a total of 10 suppliers that organisations can engage with. Each supplier has the knowledge and expertise to support framework users with their digital transformation journey.

Stage 1 - Assess areas for improvement such as where there might be gaps in current processes.

Stage 2 – Review your current digital capabilities and how they perform.

Stage 3 – Develop a roadmap that aligns to the overarching business strategy and priorities.

Stage 4 – Identify potential services and products.

Stage 5 – Get internal buy-in so new processes can be easily adopted.

Stage 6 – Implement the roadmap.

Your digital transformation journey doesn’t need to be a big bang, you can view it as a shopping basket that you can add to as your organisation evolves and new requirements arise. Developing a digital strategy and an implementation plan will help you manage the process for achieving long-term goals. Whether that’s speeding up current procedures, enhancing security or improving user experience.

 
 

How to Use the Framework

How do organisations buy from the framework? This can be done in one of two ways:

  Direct Award
Direct Award takes place where a framework user direct awards business to a supplier without the supplier having to engage in a further competitive process to win the contract. Where Direct Award is undertaken, framework users must do so in keeping with the provisions of the Public Contracts Regulations 2015.

  Further Competition
Framework users can engage suppliers in a further competition. When engaging in a further competition exercise, organisations must invite all the suppliers, from within the respective framework from which they are purchasing, to participate in the further competition. All suppliers must be given the opportunity to engage in a further competition. Whereas all suppliers must be given the opportunity to engage in the further competition, they are not obliged to submit a quotation and may decide not to submit a bid under the further competition. This doesn’t invalidate your further competition.
